12th plenum of Party Central Committee decides major national issues

 

(VOVworld) – The 12th plenum of the Party Central Committee is being held in Hanoi from October 5 to October 10. In his opening speech, Party General Secretary Nguyen Phu Trong mentioned the major national issues, which will be discussed.

Party leader Nguyen Phu Trong said the plenum will discuss this year’s socio-economic development, development plans for next year, personnel preparations for the 12th Party Central Committee, and the election of deputies to the 14th National Assembly and People’s Councils at all levels for the 2016-2021 term.

Creating concensus on socio-economic goals

Mr. Trong said 2015 is the last year of a 5-year development plan and the first year of another until 2020. Therefore, correct assessments and predictions of this year’s development will be an important prerequisite for creating consensus in the Party and society on the implementation of socio-economic development goals set by the 11th National Party Congress. This will create momentum for fulfilling the 2015-2020 development plan and the 2010-2020 socio-economic development strategy. Mr. Trong said: “Assessments should focus on the stability of the macro-economy, the quality of growth, the sustainability of socio-economic development, improvements of the investment environment, and the removal of obstacles to domestic businesses and production, particularly in agriculture. Discussions should also focus on the implementation of strategic breakthroughs; economic restructuring, particularly in public investment, state-owned enterprises, and commercial banks; cultural and social development; improving people’s living standards; and ensuring national defense, security, political stability, and a peaceful environment for national construction and defense.”

Mr. Trong asked members of the Party Central Committee to analyze and predict developments during the last months of 2015 so as to propose appropriate solutions.

Carefully considered personnel plans

Mr. Trong said that personnel preparations have been carried out carefully and seriously in line with regulations. At this plenum, the Party Politburo will, for the first time, submit to the Party Central Committee a report on personnel preparations for the Party Central Committee, the Party Secretariat, and key positions. Mr. Trong said: “I urge the Party Central Committee to study the report by the Politburo and other personnel-related documents. Delegates should comment on proposed criteria for members of the Party Central Committee, the Politburo, and the Secretariat of the 11th term re-elected for a new term. The report proposes specific criteria for each of the 4 key positions: Party General Secretary, President, Prime Minister, and National Assembly Chairman. A broad consensus will be an important premise for the Party Central Committee to select specific personnel at future meetings.”

Mr. Trong said that the election of deputies to the 14th National Assembly and to People’s Councils at all levels is an important national political event. According to the resolution of the 4th plenum of the 10th Party Central Committee, elections for National Assembly and People’s Council deputies will be held at the same time. This will be the second time that this resolution is implemented. Mr. Trong asked the Party Central Committee to reach consensus on core issues decisive to the elections’ success.
