Behind the US tough stance

The US has stopped providing data to Russia on non-nuclear military forces in Europe, citing as reason that Moscow has failed to follow the Conventional Forces in Europe Treaty. The move came after Russia announced that it still leaves the door open for negotiation with the US on the National Missile Defense shield in Europe. Our editor now comments.

The United States’ decision to halt data exchange was predictable. Washington has been frustrated with Moscow over a number of issues including Russia’s opposition to the US’ National Missile Defense Shield in Europe. Although the two sides reached a deal on the NMD during the Russia – NATO summit in Lisbon last November, the cooperation has not been realized. Russia has insisted that the proposed NMD will threaten its security.  

Early this week, Russian President Dmitry Medvedev tabled negotiations with the US on the NMD in Europe, stressing that bilateral relation should be based on equality and mutual benefit. Mr. Medvedev insisted that until the US guarantees in a written document that the NMD will not be aimed at Russia, Moscow has the right to protect itself. President Medvedev warned that Russian missiles could be deployed on the EU's borders if the US pursues its missile defense plans. This response is unacceptable to the US. Analysts say Washington has changed its strategy and its decision to suspend data exchanges conveys the message that the US will not make any concessions to Russia.

There were already differences between the two sides, but the latest cooling shows the Obama administration’s new attitude. President Obama, facing serious economic challenges at home, is seeking opportunities to enhance his prestige and gain support from American voters prior to next year’s election.

The US’ stance could trigger new disagreements with Russia. Although it may be too soon to talk about the cold war restarting, it’s hard to foresee any positive developments in the Russia – US relationship in the near future.
