Implementing resolution of the Party Central Committee’s 3rd plenum

(VOVworld) – The 3rd plenum of the 12th Party Central Committee concluded on Thursday in Hanoi. In his keynote closing speech, Party General Secretary Nguyen Phu Trong highlighted the plenum’s outcomes. He also stressed the need to successfully implement resolutions adopted at the meeting for Vietnam’s socio-economic development and international integration.

The plenum approved in principle the working regulations of the Party Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission of the 12th tenure. It agreed on the issuance of regulations on the implementation of the Party statute and regulations on the Party’s monitoring, checks and discipline procedures as well as on the recommendation of leaders for State agencies in the 2016-2021 tenure.

Continued reform of the Party’s leadership

The working regulations of the 12th Party Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission pave the way for continued reforms of administrative formalities and the leadership of the Party. On this basis, the Party Central Committee repeated its responsibility and authority in deciding important issues. They include major policies and strategies on socio-economic development, annual and 5-year state budget, defense, security, foreign relations, party building, and mass mobilization. These tasks are aimed at implementing the political platform, the Party statute, resolutions of Party Congresses, guidelines on strengthening democracy and discipline, and preparing personnel for the Party Central Committee, the Politburo, the Secretariat, and for State agencies. The plenum also pointed out the major task of building a socialist state governed by law. Party leader Nguyen Phu Trong said: “The latest regulations have additional points on the responsibilities and authority of the Politburo related to direction, viewpoint, and measures for socio-economic development which should meet the urgent needs of life. There are also new points on preparations for the meetings of the Party Central Committee, the Politburo, and the Secretariat, and on the Party’s leadership of State agencies, the Vietnam Fatherland Front, and socio-political mass organizations”.

The newly-amended working regulations of the Commission for Inspection stipulate the checks and monitoring of asset declaration by officials under the management of the Politburo and the Secretariat.  Mr. Trong again: “Successful implementation of these regulations will help promote democracy in the Party Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission, and maintain discipline in the Party. It ensures the principle of democratic centralism, collective leadership, and individual responsibility, especially of the top leaders. These efforts will improve the quality and efficiency of party leadership, uphold the autonomy, creativity, and responsibility of other organizations in the political system, strengthen Party unity and reform the leadership mode of the Party within the State and society”.

The plenum continued to recommend the posts of President, Prime Minister, National Assembly Chairperson and other leaders of State agencies to the first session of the 14th National Assembly for consideration, election, or final approval.

Mobilizing all resources for socio-economic development

Analyzing the domestic situation since the 12th National Party Congress, Party General Secretary Trong said Vietnam’s macro-economy continues to be stabilized and political security ensured thanks to the coordinated efforts of the whole political system and the people. He added top posts of the State have been appointed and the election of deputies to the 14th National Assembly and People’s Councils was held successfully with voter turnout reaching 99%. 

Mr. Trong urged further efforts to implement tasks for the second half of this year: “Priorities should be given to socio-economic development measures, efficient implementation of 3 strategic breakthroughs, the restructuring of State-owned enterprises and of State budget, and settlement of bad debts and public debts. It’s necessary to reinforce party building and rectification, fight corruption, waste and bureaucracy, protect national independence, sovereignty and territorial integrity and maintain peace and stability for national development and international integration”.

To conclude his speech, Party leader Trong emphasized the need to realize the resolution of the 12th National Party Congress. He said he believes that Vietnam with stronger determination will surmount difficulties and challenges to achieve greater results.
