Improved preferential policies for revolutionary contributors, preeminence of VN’s social security

(VOVworld) – Reviewing preferential policies for those who rendered great services to the nation is one of major tasks of the movement to pay gratitude from now until next year. The comprehensive assessment of the implementation of these policies will further improve them.

The double check has focused on 7 key beneficiaries including martyrs and their families, Vietnamese heroic mothers, war invalids, sick soldiers, revolutionary soldiers suffering from chemical poisons, those who provided support for the revolution, and former volunteers.  This biggest ever general double check has been conducted in 11,000 communes and wards nationwide so far and about 4.8 million people have been estimated to be eligible for support.

Further improving preferential policies

The purpose of the program which has been clarified in the Prime Minister’s order is to overcome pending shortcomings in the enforcement of policies designed for those who sacrificed for the country's independence and liberation and to continue to improve them.

Over the past years, policies for more than 8 million people rendering great service to the nation have been gradually bettered, matching practical conditions of the country’s socio-economic development in various periods. Minister of Labor, Invalids, and Social Affairs Pham Thi Hai Chuyen said on top of preferential allowances, the beneficiaries also receive support in terms of healthcare, education, vocational training, housing, and job generation. But in a number of ministries, sectors, and localities, the enforcement hasn’t been paid due attention. Deputy President of the Central Committee of the Vietnam Fatherland Front Ha Thi Lien said:

First we should improve the living conditions for those who rendered great service to the nation and help them fully access preferential policies. With the national development, their lives have basically been taken care of.

Since March 2014, the Ministry of Labor, Invalids, and Social Affairs and the Vietnam Fatherland Front have hold online conferences to offer training on this program, as Ms. Lien puts it. She added: “We have made a careful preparation before the program is conducted nationwide. Reviewing boards have been set up at different levels even in residential areas with the involvement of Associations of Veterans, Women, and Youth Unions to ensure transparency.

During this and next year, Ho Chi Minh City has planned to check the implementation of policies for 62,000 cases, the amount of funding for Heroic mothers, the conditions of 16,000 houses of gratitude to be upgraded or newly built. In Da Nang, a similar board has been established and by next August, the city’s People’s Committee will submit a report on the program’s outcomes. Duong Minh Do, Deputy Director of the Department in charge of policy beneficiaries of the Ministry of Labor, Invalids, and Social Affairs, said:

Localities have successfully piloted the reviewing. Currently, all provinces and cities across the country are speeding up the checking in the remaining communes and wards and by the end of this month, initial results will be announced.

As schedule, by next August provincial People’s Committees will send reports on the outcomes of the general double checking to the Ministry of Labor, Invalids, and Social Affairs and the Central Committee of the Vietnam Fatherland Front which by October next year will report to the government and National Assembly on the enforcement of preferential policies.
