National Assembly activities renovated

(VOVworld) - The project to improve efficiency of NA activities was one main focus at the ongoing 3rd session of the 13th National Assembly. It aims to meet the requirement of building a Socialist state of Vietnam governed by law and of the people, by the people and for the people. Our VOV reporter sheds light on some ideas from the parliamentarians about this issue.

Most participants agreed on the need to improve the efficiency of NA activities, and renovating the way of meeting voters is the first step. Meeting voters should be expanded in scale and broadened. Phung Quoc Hien is a NA deputy from Yen Bai province: "It is necessary to meet with different people to have adequate information. I have met with many voters and heard many proposals but a NA deputy does not have the authority to deal with all of them, which lowers his or her prestige".

Regarding supervisory activities, many have suggested that the result of votes of confidence be made public. Those who fail to receive a majority vote from lawmakers on two consecutive occasions would be considered for resignation or dismissal by the legislature. Moreover, it is essential to have a specific action plan for voting as Le Thi Nga, a NA deputy from Thanh Hoa province, suggested: "Before voting, it is essential to have a specific action plan, and the plan should be reviewed after 1 or 2 years. I think we should carry out votes of confidence for ministerial positions and higher".

Truong Van Vo, a NA deputy from Dong Nai province, suggested reinforcing post-supervision activities to deal in a timely way with complaints and denunciations by voters: "It is necessary to increase supervision by the judiciary and resolve  people’s complaints and denunciations. We need to define responsibility and punishment for supervised agencies and individuals".

Participants also agreed on the need to improve Q&A activity. They said issues of top concern should be selected for an effective Q&A session. This process needs to be made public. Truong Minh Hoang, a NA Deputy from Ca Mau province, proposed holding online conferences involving NA deputies and increasing radio and TV coverage of NA activities: "Instead of having an official channel on VOV covering NA activities and voters, we could create a radio station devoted to the NA. We should have online conferences or conferences broadcast live on TV or radio to make them more effective".

 Do Manh Hung, a NA deputy from Thai Nguyen province: "We need to organize sessions of the NA Standing Committee to explain issues of voter concern. This would give NA deputies a deeper appreciation of voters’ concerns. Related ministries need to clearly explain and represent measures to deal with those issues".

The reform of NA operation is to make deputies fulfill their promise to the people they represent, helping to build a state truly of the people, by the people and for the people.
