(VOVworld) – The 13^th Plenum of the 11^th Party Central Committee closed in Hanoi on Monday. Party leader Nguyen Phu Trong said the outcomes of the meeting are significant to the upcoming 12^th National Party Congress. Here’s the gist of his closing speech.

Mr. Trong said the meeting approved documents on socio-economic development, Party building, and personnel preparations for the upcoming 12^th National Party Congress.

Preparing documents for 12^th National Party Congress

Mr. Trong said the documents discussed at the meeting represent the brainpower and will of the Party, army, and people. They assess the implementation of resolutions of the 11^th National Party Congress, analyze the current domestic and world situation, and set directions for future rapid but sustainable growth. Mr. Trong said: “The documents feature new orientations toward developing a socialist-oriented market economy, renewing the growth model, and restructuring the economy. Other goals include accelerating industrialization and modernization, improving social management, social progress and fairness, and strengthening natural resources management, environmental protection, and resilience to climate change. It is necessary to develop a multi-sectoral commodity economy in line with market economy regulations. The market plays an important role in mobilizing and distributing development resources to maximize productivity. The State sets directions, formulates and fine-tunes economic institutions, creates a level-playing field, regulates the economy, boosts production, protects the environment, and ensures social progress and equality.”

Developing a state governed by law which is of the people, by the people, and for the people

Mr. Trong said the documents clarify the need to reform the political system and the economy toward developing a socialist state governed by law. This will require reforms of the legal, judicial, and executive systems, local administrations, the Vietnam Fatherland Front, and political and social organizations. It is also essential to continue implementing the 2013 Constitution, said Mr. Trong: “We should continue implementing the resolution on Party building of the 4^th Plenum of the 11^th Party Central Committee. The documents push forward efforts to crack down on corruption and wastefulness and drive back the so-called “self-evolution” and “self-transformation”, degradation in political ideology, ethics and lifestyle among a number of Party members. Efforts should be made to increase transparency in the Party politically, ideologically, and morally. Mechanisms should be in place to prevent the abuse of power and punish violations.”

Mr. Trong said the 13^th Plenum reviewed the performance of the 13^th Party Central Committee and approved a list of nominees for the 12^th Party Politburo, the Party Secretariat, the Central Party Inspection Commission, and the 4 key posts of the Party and the State. He said the 13^th Plenum was a success and personnel preparations for the 12^th National Party Congress were completed.
