Promoting mass mobilization work in new rural development

(VOVworld) – The national Target Program on building new rural areas considers the people as the implementer and the beneficiary. In order to create consensus and encourage people’s involvement in the program, communications and mass mobilization work is a significant task. The authority of Phuoc Huu commune, Ninh Thuan province has organized mass mobilization groups in hamlets to encourage the people to implement new rural criteria.

In the past, traveling in Huu Duc hamlet was difficult, especially when it rained. Now, roads and lanes have been paved to make it easier for the people to get around. The result is attributable to the hamlet’s mass mobilization group, who persuaded 16 households to donate land for road expansion and contribute one third of the 200,000USD expenditure to pave roads. The group also asked traders in Huu Duc market to remove their shops for the construction of a new market worth 250,000USD. Phu Van Dien is Secretary of Huu Duc hamlet’s Party cell. "We assigned members of the mass mobilization group, the hamlet’s officials, and prestigious senior villagers to talk to households about road construction. We persuaded them to relocate their fences for road expansion."

The mass mobilization groups have become involved in applying scientific expertise in agricultural production to increase productivity and volume. Machinery has been widely used in farming. The average productivity of the winter-spring rice crop was 7 tons per hectare. The mass mobilization groups have regularly made contact with people to learn about their wishes, aspirations, and local disputes and reported to the administration for prompt reconciliation. They have appealed to all eligible young people to undertake their military service and worked with inter-hamlet security groups. Tran Nhu Huy, Police Chief of Phuoc Huu commune, says: "We organized meetings at hamlets to launch national defense and security campaigns. In the past, the local security and traffic were a major problem which has improved since the establishment of the mass mobilization groups."

Phuoc Huu has obtained 5 of the 19 new rural criteria. La Van Diem is in charge of mass mobilization work in Phuoc Huu commune. "We communicate with people to help them understand the new rural criteria and explain what will be done by the people and the State. We set out to fulfill two criteria this year and 4 to 5 criteria in the next two years."

Ninh Thuan province has identified the central role of the people in building new rural areas and effective mass mobilization will create consensus between the Party, State, and people. Successful mass mobilization models in Phuoc Huu commune have been replicated across the province.
