Inefficient projects, personnel streamlining top NA agenda

(VOVworld) – The National Assembly on Thursday continued a plenary session focusing on socioeconomic development plans for 2016 and 2017, and an economic restructuring plan until 2020.

Legislators continued to address agricultural development, personnel work, and measures to fix major projects which are likely to lose state capital.

Many deputies urged the government to publicize the number of inefficient projects and devise solutions to avoid state budget losses.

Minister of Industry and Trade Tran Tuan Anh clarified the issue: “Inefficient projects sometimes continue long past their deadlines. The Ministry of Industry and Trade and other ministries and agencies are reviewing these projects and preparing reports on the current situation, the management process, the role and responsibility of management levels, solutions based on the principle of protecting the state’s interests and capital, and clarification of the responsibilities of all individuals and agencies involved.”

Minister Tuan Anh underlined the need to clarify the management of state investment resources and the role of state enterprises in market development, to create conditions for businesses to access business opportunities, and to re-consider legal enforcement and the quality of investment projects ranging from strategy to project planning.

Many deputies debated the effectiveness of the current economic restructuring and socio-economic targets.

Deputy Duong Van Thong representing Yen Bai province said the government should pay closer attention to personnel and streamlining the state apparatus.

Thong said: “We need to study, check, and revise the entire apparatus to ensure Party leadership and coordination of control. Every year the government and state agencies should report to the legislative body the organization and streamlining of personnel and the resulting cost savings. We also need to inspect the personnel and apparatus organization.”
