The ratification instrument was submitted to the United Nations in New York after having been approved by Japan’s House of Representatives and Cabinet. Prime Minister Shinzo Abe said Japan will play a leading role in the global community's efforts to deal with climate change and fulfill its responsibility to halt global warming.

Japan plans to cut greenhouse gas emissions to 26 percent of 2013 levels by 2030 by switching to more efficient power generation and promoting the use of energy-saving light bulbs. It also aims to cut emissions 80 percent by 2050.
