Scott Ciment, UNDP Policy Advisor for Rule of Law, said the project was designed to help prisoners with social re-integration by allowing law students, with support from professors and local lawyers, to provide prisoners basic legal advice. Participating in the project will enable law students to gain experience.

In the first half of 2016, the project was piloted in 5 prisons, involving 50 students of the Ho Chi Minh City University of Law.
