He said that all parties had examined the UN-proposed roadmap during the second round of the UN-sponsored dialogue in Algiers, adding that significant progress had been made. There has not been agreement over all the points in the document, but the main principles have been accepted and all sides were working on its details. Abdul Hafiz Ghoga, former vice speaker of the Libyan National Congress, said the Algiers meeting was the most important so far, because it proposed practical solutions to the Libyan crisis. The Algerian Minister for African and Maghreb Affairs, Abdelkader Messahel said all parties agreed on the need to form a national unity government. He added that the international community agreed that only political measures could resolve the crisis in Libya.
