NA debates Law on Vietnam’s Civil Aviation

(VOVworld)- At their plenary session in Hanoi on Wednesday, National Assembly deputies listened to the Minister of Transport Dinh La Thang’s proposal on Long Thanh international airport project. Thang said the project is divided into three phases and costs 18.7 billion USD, which is expected to be mobilized from the state budget, government bonds, ODA capital, BOT projects and investment from Airports Corporation of Vietnam and other airlines as well as private investors. Once completed, Long Thanh airport will be capable of welcoming 100 million passengers a year, 4-fold higher than the maximum capacity of Tan Son Nhat airport.

Discussing revisions to the Law on Civil Aviation, most deputies agreed that the State Civil Aviation Management Agency should affiliate to the Ministry of Transport. They stressed the need to overcome the delays and cancellations of civil flights. Ms Nguyen Thanh Thuy is a deputy from Binh Dinh province: “According to Article 2 of Clause 528 of the Civil Code, a ticket is an evidence of passenger transport contracts between parties. So, the delay and cancellation of flights violates the contracts and passengers have the right to ask for compensation. But the current law doesn’t clearly stipulate airline’s responsibility for this regard. Though the draft law adds some revisions to deal with the delay and cancellation of flights, the stiplulations remain general making it difficult for settle compensation for passengers”.

Also that day, the deputies discussed the revised Laws on the State Budget and State Audit.
