A number of religious activities that previously required registration and licenses will be allowed to take place with notice. Thich Thanh Quyet is a deputy of Quang Ninh province: “The issuance of the law is part of the instutionalization of the 2013 Constitution aimed at ensuring the freedom of belief and religion. Many licenses and permissions have been replaced with notices. The law has one chapter on the freedom of belief and state responsibility for religious activities helping religious establishments in their international integration”.

The draft law also stipulates the right to freedom of belief and religion for foreigners living in Vietnam. Dang Ngoc Nghia is a deputy of Thua Thien Hue province: “Foreigners need to say that their religious practices don’t violate the law and Article 5 of the Law on belief and religion. The place for foreigners to practice their belief and religion needs to be legal. Some religions are not present in Vietnam, so the draft law needs to stipulate the places where foreign tourists can practice”.
