Deputies recommended that it was necessary to renew the National Assembly’s operation in line with the 2013 Constitution to overcome shortcomings in the National Assembly’s organization and activities. Tran Ngoc Vinh, a National Assembly deputy from Hai Phong city said there should be an article specifying the organization of the National Assembly: "The compiling board should specify rights and responsibilities as well as add more regulations to assure the independence of National Assembly deputies. National Assembly deputies play an important role because they are elected by the voters and reflect voters’ aspirations to the National Assembly".

Many participants said the revisions should also aim at raising the role and prestige of the National Assembly in the political system.

National Assembly deputies also heard reports on the draft Law on sea and island resources and environment and the revised Law on Vietnam Fatherland Front. The National Assembly’s Law Committee also presented reports and collected suggestions to the revised Law on National Assembly Organization.
