The Joint Chiefs of Staff (JCS) said a South Korean naval ship fired warning shots and the two North Korean vessels retreated. Pyongyang has been calling for a dialogue with the South to reduce tensions heightened by its fourth nuclear test in January.

Seoul so far has refused to meet and insists a commitment to denuclearization is a prerequisite for dialogues with the North.
