Carter, on a visit to Nellis Air Force Base in Nevada, said the focus is now on political change in Libya, where two warring administrations are expected to form a unity government.

Carter said he is aware the Saudi government has offered to send ground troops to Syria and he looks forward to discussing the offer with Saudi officials in Brussels next week.
