National Security and Defense Council spokesman Volodymyr Polyovy said that fighters continued to attack government targets despite the ceasefire. He said the terrorist actions are threatening the success of the Ukrainian president’s peace plan. Earlier, after negotiations by the Contact Group on Ukraine, including the representative of Ukrainian President Petro Poroshenko, the Russian ambassador to Ukraine, the Organization for Security and Co-operation in Europe, and representatives of the self-proclaimed Donetsk and Luhansk People’s republics, the parties signed a ceasefire agreement. The OSCE has responsibility for monitoring the ceasefire.
