Hoang An commune in Bac Giang province has been recognized as a new rural area after 4 years of implementing the new rural development program. An inter-communal road has been built through to donations by local people and state funding. Ngo Van Hung of Tan Lap hamlet was one of the first persons to donate land and labor to build the road: “It is worth giving land and workdays to build this road because it makes local transportation much more convenient.”

The local authorities and residents have worked closely together to resolve any problem. Community oversight and public inspection teams have been established to oversee socio-economic infrastructure projects. President of the Hoang An commune Fatherland Front Nguyen Xuan Truong said: “Good collaboration between the Fatherland Front, the administration, and the people makes things go smoothly. People are encouraged to get involved in overseeing local projects to prevent waste.”

Mai Son, head of the steering committee for new rural development in Hiep Hoa district, said the model of Hoang An hamlet has been expanded to many communes in the district. 25 communes have registered to meet all new rural criteria by the end of this year. 2 of them, Doan Bai and Hoang An, have achieved their target and 2 others are completing the last few criteria. Mr. Son said: “Democracy, transparency, and social consensus are crucial in building new rural areas. We are calling for contributions from everyone to make their homeland more beautiful.”

Hiep Hoa district’s success story in new rural development was the result of good mass mobilization, which promotes the people’s right to mastery.
