2018 saw the establishment of a National Committee on e-government led by the Prime Minister. More administrative procedures are being conducted online.

Strong actions

The National Committee on e-government is tasked with building strategies and policies leading to a digital government, economy, and society to realize the 4th Industrial Revolution in Vietnam.

Prime Minister Nguyen Xuan Phuc said: “We want to express a strong political will to clear obstacles and successfully build an e-government in Vietnam to serve the people and national construction and defense.”

E-government building has resulted in big changes in customs procedures, tax collection, business registration, and e-documents connecting all provinces, cities, and 26 out of 30 ministries. Since May the Government Office has used a no-paper office model in which all documents and signatures are processed online.

Minister and Head of the Government Office Mai Tien Dung said: “We have seen progress in building an e-government, including a national database on business management and public administrative services such as social insurance, business registration and tax declaration.”

Efficiency

Public services of the Ministries of Public Security, Industry and Trade, and Transportation have processed a large number of online documents. Phan Thanh Son of the FPT Group said: “Online services have been improved. Citizens no longer have to come to government agencies, which saves money and time for things like tax payment and custom clearance. This will boost business development.”

Vietnam scored high in the Online Services Index (OSI) and E-Participation Index (EPI) to move up one place to 88th of the 193 countries in the UN’s 2018 E-Government Survey. In ASEAN Vietnam ranked sixth after Singapore, Malaysia, the Philippines, Thailand and Brunei.

Vietnam’s current goal is to become of the top 4 ASEAN countries in the survey.
