(VOVworld) – The 13^th plenum of the 11^th Party Central Committee opened in Hanoi on Monday. In his opening speech, Party General Secretary Nguyen Phu Trong urged the Party Central Committee to complete the meeting’s agenda with a high sense of responsibility. Here’s the gist of his speech:

Delegates will discuss the implementation of a Party resolution on Party building and opinions contributed by people from all walks of life to draft documents of the 12^th National Party Congress. Other discussion topics include personnel preparations for the Party Central Committee, the politburo, the Party secretariat, and the central inspection commission, and working and electoral mechanisms of the 12^th National Party Congress.

Completing draft documents of 12^th National Party Congress

Mr. Trong said that by November 6, 68 central party cells had submitted their reports on opinions contributed to draft documents of the 12^th National Party Congress. The opinions of party members, state employees, and overseas Vietnamese were collected and submitted by the Vietnam Fatherland Front and social organizations. The 13^th National Assembly discussed draft documents of the 12^th National Party Congress at its last session in Hanoi. Party leader Nguyen Phu Trong said: “There are 1547 pages of opinions contributed by organizations and people throughout the country. Most opinions hail the publication of the documents for public comment, which demonstrates democracy in the Party and society and joint efforts by the Party, army, and people in formulating laws and policies on national development and defense in the new situation.”

Reviewing Party resolution on Party building

The Party resolution on urgent issues in Party building in the current context has been implemented by Party organizations throughout Vietnam. Mr. Trong said members of the Party Central Committee should point out shortcomings, draw lessons, and propose measures for better implementation of the resolution.

Completing personnel preparations

Mr. Trong said that at this meeting the politburo will report to the Party Central Committee nominees for the Party Central Committee, the politburo, the Party secretariat, and the central inspection commission. Delegates will vote on a list of eligible nominees and a number of special nominees for re-election. The Party Central Committee will also make its own nominations. Mr. Trong urged members of the Party Central Committee to carefully consider personnel preparations, saying that broad consensus will make voting easier.

Mr. Trong also clarified what needs to be discussed in the working and electoral mechanisms of the 12^th National Party Congress.
