In 2011, the Prime Minister approved a pilot project that selected 600 young intellectuals with bachelor degrees to work as Vice Chairmen of communal People’s Committees in 64 poor districts nationwide. The project, entitled “600 young communal Vice Chairmen”, was designed to send competent cadres to get involved in socio-economic development, poverty reduction, and new rural development programs in 64 poor.  Most of the communes under the project are in mountain areas which are isolated by rough terrain and have limited farmland, and harsh natural conditions.

Le Quoc Phong, First Secretary of the HCM Youth Union, said: “We admire their readiness to engage in the problems of remote, isolated areas. These localities lack intellectuals and competent people. The program offers them qualified young people.”

During 5 years working in remote communes, the intellectuals have showed energy and creativity in carrying out their assignments. They have initiated solutions to boost the local economy, applied technology to agricultural production and administration, and helped improve cultural and material lives.  Many economic models have gained good results such as raising bees and eco-tourism in An Lac commune, Bac Giang province, and growing high-quality tea in Long Coc commune, Bac Kan province.

Trang Huy Thong, Head of the Supervising Committee of Kon Tum’s provincial Youth Union, said: “Members of the project have adopted a vanguard and volunteer spirit. They have actively worked with localities to reduce poverty and build new rural areas. The local administrations have highly valued their contributions.”

The project has given them opportunities to gain work experience and contribute their knowledge and energy to national development. The project will continue until 2020.
