Vietnam determined to build a constructive, truthful government to serve the people

(VOVworld) – Prime Minister Nguyen Xuan Phuc’s speeches at the first session of the 14th NA and the directions he issued at the first meeting following the formation of the government reflected a determination to build a constructive, sincere government and a readiness to act to which the public has responded with approval.

Prime Minister Nguyen Xuan Phuc’s guidelines for managing Vietnam’s socio-economic development were clear and specific, demonstrating his and his cabinet members’ sense of responsibility to the Party, State, and people.

No concessions to difficulties

PM Phuc acknowledged that Vietnam is facing both opportunities and challenges which require it to fully tap its internal strength and make full use of external resources to grow rapidly but sustainably and to turn Vietnam into a more prosperous nation with a higher visibility in the international arena.

He reiterated the government’s consistent policy of being constructive, incorruptible and ready to serve the people, improving its capacity to manage national socio-economic development from now until 2021.

Bui Van Cuong, a NA deputy for Gia Lai province, said: “I believe that under the leadership of the Prime Minister there will be more administrative reform to better serve the people and business community. PM Nguyen Xuan Phuc delivered strong messages of changing from management to building a government that serves the people.”

To realize this goal, in the first session of his government, Mr. Phuc assigned 10 missions to ministers and cabinet members with top priority given to outlining a decree regulating the functions of state management agencies at the central level.

A constructive government is a government which is good at building institutions, a legal system, and policies. The PM asked ministries and sectors to complete the issuing of decrees by October at the latest o regulate their functions, missions, and apparatus towards efficiency and stability. He said the government manages society by the law and the government itself should strictly abide by the law. Any violations at any levels should be strictly disciplined.

Mr. Phuc pledged that the government will lead the practice of thrift in using public funds, and public assets, take responsibility for citizens’ taxes, and use funds transparently and effectively in the public interest.

Prime Minister Phuc said the set target of 6.7% GDP growth this year is a tough task but he promised to work with cabinet members not to give up if there remain time and opportunities.

He said a review will be made of large foreign investment projects to take stricter control of the environment impact and the transfer of technology. The government will step up the development of start-up businesses, small and medium-sized enterprises, and private companies so that Vietnamese businesses can fully integrate into global value chains and succeed in both domestic and foreign markets.

PM Phuc’s messages and directions have been positively received by the public. Tran Hoang Ngan, a NA deputy for HCMC, said: “PM Phuc has proven his political spirit and sense of responsibility to the people. He has set up a government that is ready to act and dares to confront and resolve difficulties. The government has conveyed clear messages and the PM himself has created confidence in the business community for improving the investment and trading environment. These things are important for helping the national economy develop sustainably. I strongly believe in the PM’s performance in this tenure.”

Chairman of the Vietnam Chamber of Commerce and Industry Vu Tien Loc said: “After the government was strengthened, under the leadership of the PM in the way of thinking, points of views, disciplines, and plans of action, the business community has been inspired by a breath of fresh air and a recovery of trust in an improved business climate. I’m glad though I know that the government will be under great pressure to boost economic growth. The government remains consistent in macro-economic stabilization, considering it a firm foundation for national growth, but not at all costs.”
