Vietnam is advancing in the renewal process set by the Communist Party of Vietnam (CPV) at the 6th National Party Congress in 1986. Party General Secretary Nguyen Phu Trong said that reviewing Vietnam’s 30 years of renewal took into consideration the national and international context, the Party’s guidelines for national reform, achievements, shortcomings, causes, lessons, future orientations for comprehensive reform, and broad consensus within the Party and society.

Historic achievements

Vietnam’s renewal achievements have been acknowledged internationally as an important contribution to the future of socialism globally, generating opportunities for resolving crises, and advocating the formation of a more equal new world order. At the 10th plenum of the 11th Party Central Committee, Party Leader Nguyen Phu Trong hailed Vietnam’s 30 years of renewal as an important historical period in national development, reflecting the maturity of the CPV, the Vietnamese state, and people. Mr. Trong said: “The renewal process was a historic period which made deep and comprehensive changes. Vietnam has obtained significant achievements, which are the foundation for further renovation and development.”

While building a socialist-oriented market economy, Vietnam has escaped socio-economic crisis and created necessary conditions for a new development period of industrialization and modernization. Vietnam’s economy has recorded rapid growth. The economic structure has shifted toward industrialization and modernization. Vietnam has developed a multi-sector economy and mechanisms for a socialist-oriented market economy. The macro-economy has been stabilized. Vietnam has ensured social advancement and equality and improved the living standard of the people. The achievements of the renewal process have proven the Party’s wise leadership which is a decisive factor for national reform and encouraging the people to contribute to socio-economic development.

Political and economic reform

National and international contexts require Vietnam to strive further to overcome challenges to obtain important results in national construction. Party Leader Nguyen Phu Trong pointed out key tasks of the Party to lead the nation to success, including comprehensive political and economic reform. “It’s important to state that political reform is not to change the political regime, the nature of the Communist Party, or the apparatus of the Vietnamese State but to renovate mechanisms, policies, and improve the capacity of cadres, working styles and norms; reform administrative procedures; combat corruption, wastefulness, and red-tape; increase the efficiency of political agencies; and strengthen national defense, sovereignty, and independence.

Party Leader Nguyen Phu Trong said the CPV must closely study, analyze, and discuss practical issues to create consensus on new, difficult issues such as the concept and characteristics of a socialist-oriented market economy matching Vietnam’s economic level, growth model and economic structure suitable for Vietnam, and a criterion for an industrialized nation aligned with international standards and Vietnam’s conditions.

A decisive factor for Vietnam’s reform achievements is a scientific reform theory that matches Vietnam’s conditions. Lessons from the renewal process will provide a foundation for Vietnam to advance confidently to the future.
