The book, containing basic information on the growth of businesses from 2016 to 2018, is expected to bolster the development of firms across the country. It also contextualizes the development and production targets for domestic businesses on an annual basis.

Also included in the book are rankings of foreign direct investment (FDI) firms, State-owned enterprises and private businesses, which were based on a variety of criteria such as growth rate, business efficiency, tax payment, contributions to the State budget, and worker income in respective localities.

Addressed the launch ceremony in Hanoi, Deputy Prime Minister Vuong Dinh Hue said the White Book is improtant for policy making. He said: "Localities with low rankings in terms of annual business development are urged to recognize their shortcomings and propose solutions to support their businesses more effectively. This is expected to contribute to  local socio-economic development thus boosting the local and national growth and budget collection."

According to the White Book, by the end of 2018, Vietnam had more than 714,000 operating enterprises, an increase of 9.2% against the same period in 2017. Ho Chi Minh took the lead in the growing number of enterprises, which amounted to 228,000.
