She arrived in Tallinn, Estonia, on Wednesday for a two-day visit, as part of a longer trip in preparation for the first EU summit to be held without Britain.

Merkel said there needed to be a good agenda for the coming months to strengthen the powers of the EU. She said this is a phase of listening, of understanding and learning from one another in order to develop a new balance for an EU of 27 members.

Estonian Prime Minister Taavi Roivas supported the policy of his German counterpart as well as the central role of Berlin in the EU. He said with Europe in the throes of multiple crises and being faced with crucial choices, there needed a Europe that is more like Germany.
