The event is co-hosted by the International Cooperative Alliance Asia and Pacific (ICA-AP) and the Vietnam Cooperative Alliance (VCA).

With the theme: 'Creating Legal Framework and Policies to Promote Sustainable Development of Cooperatives in the 21st century', the 2-day forum will deliberate on trends in the 21st century and their impact on co-operatives; ascertain legislation and policies that affect co-operatives in implementing sustainable development goals; exchange ideas for creating an enabling environment for co-operatives; and facilitate collaboration between governments and the cooperative movement in addressing current socio-economic issues. The forum will suggest measures, create an action plan, and draw a road-map for the future. Addressing the forum, Deputy Prime Minister Vuong Dinh Hue, said: “On the legal framework, I want to discuss the State’s role in management of cooperatives. The Cooperative Alliance represents the rights and legal benefits of its member organization. So, can we authorize the Alliance to implement several public services?”
A fair with 350 booths introducing products and activities of domestic and regional cooperatives will coincide with the forum.
