The message called on the North Koreans to agree to a summit to discuss implementation of the Pyongyang Declaration signed in 2002 as a matter of the North’s own interest. The Japanese government also proposed discussing the issue of abducted Japanese nationals and North Korea’s nuclear and missile development programs.

Japan plans to have a summit with North Korea while the inter-Korean summit will take place in late April and a US – North Korea summit scheduled to be held in May.
