He called for making the euro the single currency of the EU, offering technical and financial assistance to countries that need it. He wants all states to set up a European Labor Authority and to join the Banking Union. He said Brexit will not prevent the rest of the Union forging ahead with integration. He called for a special summit of the 27 remaining member states the day after Brexit in March, 2019 and for a speedy conclusion to the ongoing trade talks with Japan, Mexico, and the South American countries. Juncker said talks should also begin with Australia and New Zealand.

He proposed a new European Cyber Security Agency and a new European Intelligent Unit to coordinate sharing of information on suspects and terrorists. The EU is seeking to increase the rate at which refugees refused asylum are deported back to their homeland.
