The policy was mentioned in a report by the Central Committee of North Korea’s Workers’ Party on the 3rd day of the Congress. Pyongyang insists it will only use nuclear weapons if national sovereignty is threatened by other nuclear states.

The Rodong Shinmun of the Workers’ Party said on Monday that the Party’s Central Committee had issued a resolution proclaiming Kim Jong-un as the supreme leader of the Party, State, and army of North Korea.

This is the first Worker's Party Congress in 36 years and the 1st Congress under the leadership of Kim Jong-un. It will decide on major policies regarding politics, economics, and senior personnel.
