President Santos said severe weather has left nearly 85% of Putumayo province with no power or water. Five of 7 bridges in Mocoa have been damaged, making rescue efforts more difficult.

President Santos pledged to re-build houses and provide recovery aid of 6,500 USD per household.

2,000 rescue workers, soldiers, and police have joined the rescue effort. Colombia meteorological agency has warned that nearly 12 million Colombians are likely to experience flooding during the current rainy season.
