The announcement suggested that Damascus would agree only to Russian "military police" who are already on the ground. Foreign Minister Walid al-Moallem told reporters in the Syrian capital that Syria planned to abide by the agreement signed in Kazakhstan last week, but he cautioned it was "premature" to say whether the deal would succeed. Al-Moallem also vowed that Syrian government forces would respond "decisively" to any violation by the insurgents.

His statement was made as the US, Britain, and Jordan are likely to deploy forces to the southern border of Syria.
