At Wednesday meeting called by National Assembly Chairman Andriy Parubiy, only 92 out of 450 members approved Mr. Zelenskiy’s plan.

Currently, 50 percent of parliament members are elected by proportional voting from party lists and 50 percent are elected by local constituencies. The proposed change was to scrap the constituencies, which Zelenskiy argues are vulnerable to corrupt local interests.
