Four out of six individuals targeted are members of Russia's FSB security services, who were involved in the seizure of Ukrainian vessels in the Kerch Strait late last year. Among six defence firms blacklisted are Russian shipbuilding giant Zelenodolsk, the hydroacoustic equipment producer Okeanpribor, and a diesel engine supplier to the Russian military, Zvezda. The US sanctions freeze all property and interests gained from property belonging to the designated individuals and entities, and prohibit US citizens from transacting with them.

Canada imposed sanctions on 129 people and entities in response to Russia's military action against the Ukrainian ships, while the EU sanctioned eight more Russians over the standoff .
