The newspaper quoted Obama administration officials that since his election in June, Iranian President Hasan Rouhani has sent positive signals both publicly and privately about his interest in engaging with the international community on the nuclear issue. Senior U.S. officials are meeting with representatives of the four other permanent members of the United Nations Security Council, plus Germany, on Tuesday in Brussels to map out their coordinated approach to Mr. Rouhani and Tehran.
