Giang is also a member of the Party Central Committee and Chief of the General Staff of the Vietnam People’s Army.

The Vietnamese delegation’s participation in the conference is at the invitation of Admiral Harry B. Harris, Commander of the US Pacific Command and General Jonathan H. Vance, Chief of the Defense Staff of the Canadian Armed Forces.

The attendance of the Vietnamese military delegation in the event is a confirmation of Vietnam’s role and status in the region and the world in the framework of multilateral forums on military and defense activities. It also reaffirms Vietnam’s policy of diversification and multi-lateralization of international relations and its policy of action, pro-activeness, and responsibility in international integration.
