The State plays a facilitating role of formulating rules and regulations and at the same time serving as a referee in this connectivity.”

Addressing a plenary session on digital economy, Vice President of FPT Group, Bui Quang Ngoc, calls for a national objective in digital economic development. Ngoc said:  “Digital transactions are the vital driving force which requires policies, investment and legal accountability. We need a synchronous approach to systemize activities in digital economy such as e-transactions, e-contracts and e-invoices.”

Head of the Market Development Department of the Ministry of Science and Technology, Pham Hong Quat, addressed issues regarding start-up models in the Industry 4.0. He said:  “New business models capable of growing rapidly and capturing investors’ interests should create new products and services as well as new production and distribution methods. They do not rely on low labor costs and natural resources but new knowledge and state-of-the-art technology.”
