Nguyen Thi Phuong Lien from the Justice Ministry said ministries need to focus on regulatory impact assessment to ensure policy workability: “Draft laws must be well prepared from policy origination to ensure feasibility and stability. Relevant staff must be trained to have better skills in policy analysis and impact assessment for good quality recommendation and planning.”
