Le Quoc Phong, First Secretary of the 10^th Ho Chi Minh Communist Youth Union Central Committee addressed the opening event: “In the next term, we will put forth 10 major projects. Youth Union member’s spirit of pioneering and the strong will of young people will be put in first place. We expect for their ideology and political perceptions and call on all members to join our activities.”

The Congress reviewed youth and adolescent movements over the past 5 years and set out targets and tasks for the next 5 years. At the first session, all delegates approved the agenda and working regulation of the Congress. 18 members of the Congress’s Presidium were elected. Later the same day, the Congress continued with 8 dialogue forums with leaders of ministries and sectors.
