The decision spells out tougher measures to handle of violations of IUU regulations and prevent fishing vessels from illegal fishing in foreign waters. The action plan’s objective is to concentrate resources to radically address shortcomings in combating IUU fishing, meet European Commission (EC) recommendations, and prepare for the EC’s fifth inspection, so as to get the “yellow card” warning lifted during this review.

The Prime Minister requested that by November 15, 2025, there must be no more incidents of losing VMS connection for more than six hours without reporting position to shore, losing connection for more than 10 days without returning the vessel to shore, or breaching the permitted exploitation boundary at sea.

There will be stricter control of fishing vessels and fishermen at their places of residence, ensuring that the addresses of all vessel owners, fishermen and fishing vessel operating areas are clearly stated and linked to the national population database.

The system of electronic fishing logbooks, purchasing and transporting (e-logbooks) must be synchronously deployed at all fishing ports for the traceability of exploited aquatic products, according to the PM's decision.
