(VOVWORLD) - The National Assembly’s year-end session will conclude on Saturday. The decisions made at this session will meet the requirements of national renewal, remove difficulties and obstacles, and mobilize resources for socio-economic development.

The session has had the largest workload since the beginning of the term and adopted many important laws and bills. It’s the first meeting of the top legislative body to concretize the Resolution of the 10thplenum of the 13th Party Central Committee, creating an important premise for the nation to enter the rising era.
Strong innovation spirit
On the very first day of the session, lawmakers worked to complete the state apparatus, including the election of Luong Cuong as President for the 2021-2026 term. The President took the oath of office on October 21, 2024.
With an innovative mindset in law-making, the National Assembly revised and adopted many draft laws to make them concise, but still ensure good management, create space for creativity, and unlock development resources.
Instead of being discussed in two sessions as previously, draft laws were discussed and passed in one session, including the revised law on Public Investment and the revised Law on Electricity.

The 2-day question and answer session received and elaborated hundreds of questions.
“The Q&A session was successful, with hot debates between the deputies and cabinet members. Openness, fairness, and transparency are ensured, and people’s concerns are addressed by government leaders,” Tran Hoang Ngan, a National Assembly deputy for Ho Chi Minh City, said.
Breakthrough decisions focus on socio-economic development
The National Assembly approved the Resolution on the Socio-economic Development Plan for 2025 with the general goal of speeding up, creating breakthroughs, and obtaining maximal results for the 5-year Socio-economic Development Plan for 2021-2025.
An important highlight of this session was the National Assembly officially approving the Resolution on the investment policy for the North-South High-Speed Railway Project. This is a mega-project of strategic significance for national socio-economic development, security, and defense.

Phan Duc Hieu, a member of the National Assembly’s Economic Committee, said this session is the right time to set the investment policy for the national high-speed railway. “If we delay it by one session, we will delay project implementation for at least 6 months. This project is important and feasible at this time.”
With an estimated investment of 67.3 billion USD, the project is expected to be completed by 2035. Diverse capital sources will be mobilized for the project.
“We have enough resources to build a modern railway infrastructure. Vietnam’s public debt is below 40%, a very low rate. There is a huge potential to mobilize resources for the North-South high-speed railway project,” Hoang Van Cuong, a National Assembly deputy for Hanoi, said.

The National Assembly passed a Resolution on the arrangement of district and commune-level administrative units in the 2023-2025 period for 12 provinces and cities. This is a major policy of the Party Central Committee on streamlining and restructuring the political apparatus toward effective and efficient operation.
“The requirements are urgent and pioneering. Restructuring does not mean leveling, but rearranging and reorganizing the apparatus to make it lean, strong, efficient, and systematic. Some key tasks are building and implementing a comprehensive model of the Vietnamese political apparatus to meet the requirements and tasks of the new era,” National Assembly Chairman Tran Thanh Man said.
The year-end National Assembly session is taking place at an important time when Vietnam is striving to fulfill the goals and tasks of the 13th National Party Congress to make a strong shift for the nation in the new period.
