(VOVworld) – The 10^th plenum of the 11^th Party Central Committee is of great significance for the leadership to fulfill missions set for this year and for the entire term and the successful organization of Party Congresses at all levels and the 12^th National Party Congress, said General Secretary of the Communist Party of Vietnam Nguyen Phu Trong in his keynote address to open the plenum on Monday. Party leader Nguyen Phu Trong said major contents of the 10^th plenum include discussing and approving draft documents for the 12^th Party Congress, commenting on reports and projects of the Politburo, conducting votes of confidence on members of the Politburo and Secretariat, nominating additional officials to strategic personnel planning, and electing additional officials to the Party Central Committee’s Inspection Commission.

Renewing the compilation of documents for the 12^th Party Congress

Party leader Nguyen Phu Trong said preparing documents for the 12^th Party Congress has been carried out since the 8^th plenum in October, 2013, and the 9^th plenum in May, 2014, approved the detailed framework. Mr. Trong talked about the political report, the key document of the congress: "The draft political report has been built and finalized based on the study results of theoretical and practical issues over the past 30 years of renewal and the implementation of resolutions of the 11^th Congress. It has summarized information from several researches, discussions, and symposiums of experts, scientists, and managers, meetings of 22 provincial Party Committees, and recommendations of former Party and State leaders."

Party leader Nguyen Phu Trong asked the Party Central Committee to propose ideas for the draft report’s structure and contents and topics and orientations of the 12^th Party Congress. He underlined key issues and contents relating to mainstream viewpoints and ideology, and strategic policies and measures. He confirmed the importance of inheriting, amending, and promoting guidelines, orientations, and policies toward 2 strategic tasks of building and protecting the Socialist Republic of Vietnam.

Identifying targets close to the national and global situation

Regarding the socio-economic report covering the implementation of basic tasks in the renewal process, Party leader Nguyen Phu Trong said: "The sub-Committee for Socio-Economic Affairs has upheld the platform discussed at the 9^th plenum and compiled a draft report on socio-economic development from 2011-2015 and orientations and tasks for 2016-2020. The Party Central Committee has to analyze the national situation and the 5-year plan and the 10-year strategy on socio-economic development and make adjustments at the beginning of the new term."   

General Secretary Trong also stressed the importance of the socio-economic report, which should define specific targets and solutions for the 2016-2020 socio-economic development in line with the situation of the country, the region and the world.

Regarding a report on implementing the Party’s Statute, General Secretary Trong asked the delegates to discuss achievements and shortcomings in the implementation, and necessary supplements and amendments raised by Party organizations at all levels.

Contributing ideas on the construction of senior human resource planning

The Party Chief asked the Party’s Central Committee to study and contribute ideas on a report on the 30-year renewal process (1986-2016), a document for preparations and organization of Party congresses at all levels, and a report on the performance of the Politburo and the Secretariat in 2014 and their key tasks in 2015. He called for recommendations for a personnel downsizing project and another project on press development and management.  He also reiterated the importance of votes of confidence at the meeting to strengthen the Party and State leaders’ capabilities and respond to requirements of national construction and defense.

At the meeting, the Party Central Committee will also comment on human resource planning at the strategic level and introduce candidates for the Politburo and the Secretariat.

General Secretary Trong urged the delegates to uphold their responsibilities to the Party, the people and the country to study, discuss thoroughly, contribute ideas on draft reports, and decide important issues on the meeting’s agenda.
