High-ranking cadres trained to serve sustainable development

(VOVWORLD) - The 9th session of the 12th Party Central Committee will take place on Tuesday and Wednesday in Hanoi. The Committee will discuss personnel planning for the 2021-2026 tenure and conduct a vote of confidence on members of the Politburo, Secretariat, and other officials elected by the Party Central Committee. These tasks aim to prepare high-ranking cadres for national development.

The Politburo issued Plan 11, which says strategic Party personnel planning should be aligned with the current situation and goals of the Party.

Criteria for cadres at the strategy level

Strategic personnel planning will be carried out step by step from the Party Central Committee to the Secretariat, the Political Bureau, and key posts in the Party and State, in preparation for the personnel work of the Party’s 13th National Congress.

Cadre recommendations and selection should take into consideration political will, morality, lifestyle, discipline, capability, and work results. Cadres at the strategy level should aspire to national reform and development and the people’s happiness.

Professor Doctor Vu Minh Giang, Chairman of the Science and Training Council of Hanoi National University and Vice Chairman of the Vietnam Association of Historical Sciences, said: “Strategic cadres must have a long-term vision and strategic thinking. It’s necessary to analyze their previous work, experience, decisions, and achievements. They must have the ability to manage talented people.”  

Vote of confidence for high-ranking cadres

The Party Central Committee will conduct a vote of confidence for all members of the Politburo and Secretariat and office-holders elected by the Party Central Committee. At a recent meeting with voters, Party General Secretary and President Nguyen Phu Trong said that a vote of confidence is not an inquiry, but a way to help cadres correct and improve themselves.

Nguyen Duc Ha, a former Department Director of the Party Central Committee’s Organization Commission, said a vote of confidence is not to blame anybody or to replace cadres, but to warn, educate, and deter. “After being subjected to a vote of confidence members of the Politburo and the Secretariat have improved their sense of responsibility. It’s an important method of evaluation. A strong vote of confidence is an acknowledgement and reward for the cadres. Somebody who receives a weak vote of confidence for not excelling in their tasks will have an opportunity to improve.”

Regulations issued at the Party’s 9th session will contribute to comprehensively reforming the Party’s personnel work to build a contingent of high-ranking cadres for national development and global integration.
