Increasing the number of youths and women in Party organizations

(VOVworld) – 50 of 68 provincial and municipal Party Committees have organized congresses for the 2015-2020 term in preparation for the national Congress of the Communist Party of Vietnam. The number of young, female cadres in local Party Executive Committees has increased significantly.

Political reports discussed at congresses of provincial and municipal Party Committees focused on economic development and Party building. Each locality had to identify its comparative advantages in agriculture, industry, services, and tourism. For example, Ho Chi Minh city will concentrate on urban development, while Hoa Binh city will focus on increasing added values for agriculture.

Party building is the core task

Provincial and municipal Party Committees upheld the Party Central Committee resolution on urgent issues in Party building and the Politburo’s Instruction on studying and following President Ho Chi Minh’s moral example. Mai Tien Dung, Secretary of the Ha Nam provincial Party Committee, said: “Party building is the core task. We insist on implementing the Party Central Committee’s resolution on urgent issues in Party building and the Politburo’s Instruction on studying and following President Ho Chi Minh’s moral example. We attach importance to personnel work. We elect competent people who dare to do and to take responsibility and are committed to the work. We use young cadres who will improve their capability.”

Party building work aims to improve relationships and interaction between leaders and people, listen to people’s wishes, and create appropriate policies for local socio-economic development. 

A surge in the number of young and female cadres

In 50 provincial and municipal Party Committees, the rate of female and young cadres serving on Executive Committees and Standing Committees is 10 to 15%. The figure is 20% for the Cao Bang provincial Party Committee. La Ngoc Thoang, head of Cao Bang’s National Assembly delegation, said: “Although it’s a disadvantaged province with low revenue and poor general knowledge, Cao Bang authorities have paid special attention to personnel work, as evidenced by women making up 20% of the provincial Party Committee. 3 out of 15 members of the Party Standing Committee are young, female cadres who have proved their capability at the local level.”

Two cadres under 40 years old were elected Secretary of provincial Party Committees. Young cadres make up 13.46% of Danang’s Party Executive Committee. The rate is 11% in HCM city. Nguyen Thi Quyet Tam, Deputy Secretary of HCM City’s Party Committee, says: “We have to train and challenge young and female cadres. If we don’t send them to work, we cannot assess their capability, morality, and talent. It helps us to appropriately appoint cadres. Young cadres in HCM city have been trained professionally.”

Congresses of provincial Party Committees have upheld the principle of increasing the percentage of young and female cadres.
