In his opening remarks, Party General Secretary Nguyen Phu Trong asked delegates to focus on Vietnam’s socio-economic and budgetary-financial situation, and restructuring the state apparatus.

Positive forecast on socio-economic situation

The Party leader asked members of the Party Central Committee to review Vietnam’s socio-economic performance development in the first nine months of this year: “We need to collate the real situation with tasks and targets set out in the Resolution of the 12th National Party Congress and other Party Central Committee resolutions on sustainable and rapid growth. We need to create breakthroughs in reforming the growth model, restructuring the economy, fine-tuning the socialist-oriented market economy, improving the performance of SOEs, and making the private sector a driver of the economy.”

Mr. Trong asked delegates to create a forecast of challenges and difficulties, particularly shortcomings and weakness of the national economy. He said: “It’s important to determine key targets for next year to roll out feasible policies and measures to reform the growth model, restructure the economy and state budget, manage public debts, re-organize credit agencies, and deal with bad debts. We need to restructure public investment, SOEs, and public agencies, improve the growth quality and the investment environment to effectively use resources, and ensure rapid and sustainable growth in economy, society, and environment.”

Reforming political system, improving public agencies

Mr. Trong stressed the importance of comprehensive reform in parallel with the renovation of leadership methods, personnel streamlining and salary reform and harmonizing the State, the market, and society: “It’s necessary to work out a suitable, feasible, and sustainable roadmap for both the long term and the short term to address problems of the whole political system, and organizations of the Party, and State, the Vietnam Fatherland Front and other socio-political organizations.”

The Party leader asked for a thorough analysis of public service agencies and state-owned enterprises, which should be carried out systematically and aggressively and be incorporated into the reform of the whole political system. He said public services should be socialized, while the market mechanism’s negative effects should be eliminated and international integration should be boosted. The role of the public sector should be clarified amid Vietnam’s socialist-oriented market economy, international integration, and the 4th industrial revolution.

The Party leader stressed that the 6th plenum’s agenda covers fundamental and urgent matters related to socio-economic development and reform of politics and economic development in line with the Resolution of the 12th National Party Congress. They are the important complicated and sensitive issues that affect people’s life.
