Party members and the public agree on the importance of promoting democracy and ensuring the public’s participation in deciding all national issues.

Draft revision of the Criminal Code is made available for public comment

In its section about renovating and improving mass mobilization and strengthening the close relationship between the Party and the people, the draft political document of the 12th National Party Congress stresses the need to institutionalize Party guidelines into laws and policies that are practical and meet people’s aspirations. According to the document, it’s important to institutionalize the relationship between the Party leadership, State management and the people’s right to mastery.

Promoting democracy to uphold unity

Nguyen Tuc, a member of the Presidium of the Vietnam Fatherland Front, says the 2013 Constitution gives democracy and human rights the highest priority. A number of policies and resolutions concerning democracy have been discussed and institutionalized. The National Assembly has issued a number of laws to ensure the people’s right to mastery. In addition, many draft laws on democracy will be submitted at the next session of the 13th National Assembly such as the Law on Association, the Law on Belief and Religion, the revised Press Law and Law on Information Access. Mr. Nguyen Tuc said:“National Assembly deputies represent the voice of the people. The Party has several times revised its resolutions after receiving people’s comments. The revisions aim to ensure that Party resolutions meet the people’s aspirations”.

Nguyen Thai Hoa, former Deputy Head of the Commission for Communications and Education of the Bac Giang provincial Party Committee, says promoting the people’s right to mastery meets the needs of national development: “We need to respect the people and their right to mastery because all governments and the Party leadership are people-centered. In order to promote democracy, it’s important to promote the people’s strength and unity”.

Upholding the people’s right to mastery in all aspects

Most Party members agree with the draft political document of the 12th National Party Congress which says all Party guidelines and State policies must be based on the people’s aspirations and meet their legitimate interests. Trieu Duc Thanh, a Party member from Ha Giang province, says that in order to promote democracy and ensure the people’s right to mastery, the State needs always be well aware of the people’s right to mastery and develop laws and mechanisms that allow people to exercise democracy at the grassroots level. Thanh said:“This is a good guideline but Party organizations at the grassroots level need to work out mechanisms to promote the people’s right to mastery. It’s necessary to respect people’s contributions to socio-economic development issues. People should also oversee the outcomes of programs and targets set by the Party”.

Promoting democracy and ensuring the people’s right to mastery will strengthen the people’s trust in the Party, consolidate the national unity bloc and the close bond between the Party and people, and encourage the people to respond to Party guidelines and state policies.
