Prime Minister Chinh said that as the world is entering the third decade of the 21st century, peace, cooperation, and development remain the people’s earnest aspiration. But the world is in the most difficult time since the Cold War. Although globalization, international economic integration, and the world economy are enjoying new development opportunities, particularly the fourth industrial revolution achievements, COVID-19 and geopolitical shifts, geo-economics, and strategic competition among world powers are creating turning point changes in the landscape that are unpredictable and impacting the security and development environment of countries, with advantages, opportunities and difficulties, challenges intertwined.

According to the Prime Minister, the world in general is peaceful – war is still happening locally; in general it’s reconciliation – tension remains locally; in general it’s stable – there are still conflicts locally. Consequently, the risk of war and political instability rises and the world economy continues to encounter many risks.

From the global and regional situation and the foreign activities of Vietnam, who was ASEAN Chair in 2020 and a non-permanent member of the UN Security Council for the 2020-2021 term, Prime Minister Chinh believes that peace, security, and development have an organic relationship.

A country's peace, security, and development have an impact on neighboring countries, the region, and the wider world. The interests of each country and nation need to be harmonized and respect the legitimate interests of other countries and nations on the basis of international law and the UN Charter. International cooperation is an inevitable trend to jointly maintain peace and promote development and friendship among nations. No single country, no matter how big and rich, can solve all problems, especially global problems, but needs the cooperation of other countries, the international community, and people. Finally, international integration is an objective trend in today's world.

The Prime Minister said sincerity, trust and responsibility play an extremely important role in addressing problems facing the world today. So, more than ever, the world needs to step up building and strengthening sincerity and trust among nations. Simultaneously, each country needs to behave responsibly, first of all in compliance with its own commitments, international law, the UN Charter, respect for each other's independence, sovereignty, and territorial integrity, and respect for the political system that each country has chosen and is supported by the people, and contribute to the common work of the international community according to its own ability and strength.

The world needs to promote dialogue to better understand each other and contribute to resolving disagreements and conflicts between nations. Dialogue, cooperation, equality, and mutual benefit on the basis of mutual respect is one of the most effective methods of solving problems between nations as well as in building a better world.

In his speech, Prime Minister Pham Minh Chinh shared Vietnam's views on showing sincerity, consolidating trust, and strengthening responsibility in cooperation with countries, regions, and the international community.

He said Vietnam firmly adheres to a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization, and being a good friend and reliable partner with countries around the world and a responsible member of the international community. Vietnam has always shown sincerity, consistency, and transparency in formulating and implementing that guideline.

Between independence and dependence, Vietnam always chooses independence with the spirit of "Nothing is more precious than independence and freedom" of President Ho Chi Minh; between negotiation and confrontation, Vietnam chooses to negotiate; between dialogue and conflict, Vietnam chooses dialogue; between peace and war, Vietnam chooses peace; between cooperation and competition, Vietnam chooses cooperation, and competition must be healthy, equal, and respectful of each other's legitimate rights and interests.

In a world full of turbulence, strategic competition and many choices, Vietnam does not choose a side but chooses justice, fairness, and righteousness on the basis of principles of international law, the UN Charter, equality, mutual benefit, and win-win. Vietnam is ready for dialogue and cooperation to handle differences and disagreements, and contribute to world peace, stability, and development and at the same time ensure the harmonization of interests and adequately address the concerns of partners, countries, and the international community.

Prime Minister Pham Minh Chinh affirmed that sincerity, trust, and responsibility are the keys for countries to resolve issues of disagreement and difference in a volatile world like today. Sincerity, trust, and responsibility have also made important contributions to the strong development of Vietnam-US relations over the past 30 years. He believes that these will also be the key factors to guide, promote, and bring the comprehensive partnership between Vietnam and the United States to a new and more effective height in the coming years.
