Vietnamese law-governed socialist state strengthened to ensure sustainable development

(VOVWORLD) - The Steering Committee for developing the Project on building and fine-tuning Vietnam’s law-governed socialist state until 2030 and orientation to 2045 has completed the first draft of the project. This result marks an important milestone in building Vietnamese law-governed socialist state.

The 13th National Congress of the Communist Party of Vietnam considered building and fine-tuning Vietnamese law-governed socialist State of the people, by the people, and for the people under the Party leadership to be the primary task in reforming the political system. To realize this task, it is important to improve capacity, efficiency, and effectiveness of state agencies in exercising the rights of law building, law enforcement and justice based on the principles of respecting the rule of law and ensuring unity of state power, transparent delegation of state power, and close coordination and strengthened control of state power. 

It is also important to build a sufficient, prompt, unified, feasible, transparent, and stable legal system which centers on the legitimate rights and interests of the people and businesses while promoting innovation to ensure rapid, sustainable development. 

Last May, the Party Politburo set up the Steering Committee for developing the Project on building and fine-tuning Vietnamese law-governed socialist state until 2030 and orientation to 2045 headed by President Nguyen Xuan Phuc. 

The Committee has organized 3 national workshops which were held in a frank, responsible manner and made breakthrough recommendations, said Head of the Party Central Committee’s Commission for Internal Affairs and Permanent Deputy head of the Steering Committee Phan Dinh Trac. The workshops gathered wholehearted, practical recommendations which were accumulated from in-depth research and practices concerning law building, law enforcement, and justice. 

Associate Professor Doctor Hoang The Lien, former Deputy Minister of Justice said experts, scientists, and policy makers have discussed frankly and in depth all related issues. These workshops have also inspired public contributions to the building of the project. 

Dao Tri Uc, President of the Council of Professors of Law and the State Council of Professors, said the workshops clarified achievements and identified core, breakthrough, strategic issues in building the Vietnamese law-governed socialist state. 

In addition, organizations and agencies have also held seminars and meetings to collect the public opinions and contributions to the project. By March 2022, the Compiling Group of the project received more than 4,000 pages of documents reported from 3 national workshops and 27 thematic reports. 

At the 3rd national workshop on the project recently, President Nguyen Xuan Phuc said building a law-governed state is a way to organize state power on the basis of upholding the Constitution and law to ensure the democratic nature of the state. With that concept, Vietnam considers the building and fine-tuning of the Vietnamese law-governed socialist state a process where the Vietnamese State establishes and operates the rules and embraces universal characteristics and advances of a modern law-governed state with socialist orientation while ensuring Vietnamese traditional cultural identity. It is a State of the people, by the people, and for the people under the leadership of the Party and is a State aiming to develop the country and bring happiness to the people.

That process must be based on the dialectical, historical mindset of Marxism-Leninism and the creative application of President Ho Chi Minh’s thoughts on democracy and legitimacy. That process continues and brings into play internal strength and the achievements obtained during Vietnam’s 35 years of national renewal, selectively learns experience from other countries, and creates a roadmap for prompt national development. 

Vietnam considers the building and fine-tuning of the law-governed socialist state the inevitable development trend of the Vietnamese state and the correct, consistent guidelines of the Party which reflect people’s aspiration and choices. The process is of great importance in ensuring rapid, sustainable national development and extensive, comprehensive international integration. 

The first draft of the project is based on the Platform on National Development and the 2013 Constitution, resolutions of the Party Central Committee, and the Resolution of the 13th National Party Congress and embraces breakthroughs which are expected to create drastic steps forwards in building and fine-tuning Vietnamese law-governed socialist state in the near future.
