This is the 3rd time the National Assembly has conducted a vote of confidence for officials and the 1st vote of confidence by the 14th National Assembly. 48 out of 50 officials elected or approved by the National Assembly will be subject to the vote, including the Prime Minister, the National Assembly Chairwoman, the Vice President, cabinet members, and members of the National Assembly Standing Committee. The President and the Minister of Information and Communications, who were voted in this session, are excluded.

Strengthening oversight effectiveness, State performance

National Assembly deputies will make their vote of confidence with a high sense of responsibility, democracy, objectivity, and absence of bias. Luu Binh Nhuong, a National Assembly deputy for Ben Tre province, said the vote of confidence will improve the oversight effectiveness of the National Assembly and People’s Councils so as to enhance State apparatus operation. Mr. Nhuong said: “A vote of confidence is an important evaluation in the middle of the tenure. We have gone half of the way. It’s time to review and warn officials if they haven’t fulfilled their tasks. Officials subject to the vote of confidence will have to strive harder in their position.”

Improving responsibility of officials subject to confidence vote

The 1st vote of confidence in 2013 and the 2nd in 2014 proved to be effective in raising officials’ sense of responsibility and performance. This year, the officials have to present a self-assessment of their political ideology, morality, lifestyle, and success in downsizing personnel in their agency. Nguyen Ngoc Phuong, a deputy for Quang Binh province, said: “The vote of confidence reflects the capability, moral traits, and prestige of the officials. The assessment helps officials know where they stand and what they should do in the future. It’s a basis for the Party Central Committee to assess if they are qualified for future promotion.”

The National Assembly deputies represent the opinions of voters nationwide on the effectiveness of their officials. Pham Van Hoa, a deputy for Ca Mau province, said: “We’ve received the self-assessments of the officials. We are interested in what they have done and not done since the beginning of their tenure to address issues of concern to the National Assembly and the voters. We listen to the mass media about the officials and relevant issues. We’ll make our votes of confidence with a frank, fair, and unbiased attitude.”
