Hanoi advances IT application, digital transformation

(VOVWORLD) - Hanoi is among the leading localities in digital transformation and administrative reform. The city has established over 5,000 community digital transformation teams with 30,000 members working at the grassroots level. Since the two-tier local government model began, Hanoi has enhanced efforts on digital transformation, including the campaign “45 days and nights to support digital transformation at communes and wards.”

Cu Thanh Nga, a resident of Thanh Tri commune, spoke of her experience when completing administrative procedures at the newly established commune office. “Public services have been improved. The application of technology for administrative procedures allows me to register online at home, take a queue number, and follow the process. Procedures have been handled quickly. I also find the public service app useful because it prioritizes seniors, people with disabilities, and ethnic minorities.”

The application of IT and digital transformation are seen as key factors in the effective operation of the two-tier local government model, bringing the administration closer to people and improving efficiency and effectiveness.

La Van Huy, Chairman of the Thanh Tri commune People’s Committee, said: "The city issued a directive in late July to launch the 45-day campaign supporting digital transformation activities at communes and wards in the early implementation of the two-tier government model. Every task is supported by AI. At public service points, we have staff to guide people, as many are unfamiliar with account registration and security. We also have a rapid response team to quickly handle people’s requests, even coming to every home.”

With the motto of “Better services for citizens and businesses,” commune and ward officials have been trained in integrated administrative procedures and improving their technology ability to use the online public service systems. Localities have set up technical support mechanisms, such as 24/7 hotlines and Zoom groups for residential areas.

Vuong Tien Quyen works at the Ngoc Hoi commune public service center. "We have enhanced our knowledge and skills to make the most effective use of the software. To complete all public administrative procedures, we are working both day and night to deliver the results on time,” said Quyen.

Along with enhancing staff skills, communes and wards have upgraded facilities, infrastructure, and bandwidth at public service centers from the city to the grassroots level.

Pham Van Tinh, Deputy Director of the Hanoi Land Registration Office, said: “Technical infrastructure, networks, and data have been transferred to commune-level People’s Committees to ensure continuous, uninterrupted operations. We have also trained local officers in using software for land management, so the operation at all communes can run smoothly and effectively meet people’s demand.”

With IT applications, 80% of administrative procedures in Hanoi’s communes and wards have been processed online. Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, said that the city has mobilized tech savvy students from universities and academies in Hanoi to support local digital transformation efforts.

“We are working with Hanoi University of Science and Technology to support local administrations in digital transformation. We’ve redesigned the system so that instead of citizens coming to the government, the government reaches out to them and listens to their feedback,” said Dung.

Digital transformation helps maintain uninterrupted management of the two-tier government model and build a modern, transparent administration serving citizens and businesses. Hanoi is steadily improving its systems, enhancing staff capacity, and investing in IT infrastructure to ensure efficient local government operations, thereby contributing to the city’s socio-economic development.
