Amnesty is a special clemency of the State, decided by the President, to release early from prison those sentenced to fixed-term imprisonment or life imprisonment on major events, national holidays or in special cases.

Since 2009, the President has signed 11 decisions to pardon over 104,000 prisoners. Most of those who have been amnestied have quickly reintegrated into the community, had stable lives and done honest work.
